Design brief

Energy Consumers Australia (ECA) is the national voice for residential and small business energy consumers. With a growing portfolio of research, grants, and strategic engagement across the energy sector, ECA needed a new website that could communicate clearly with government, regulators, consumer advocates, and the general public.

Digital Garden was engaged to design, develop, and launch a new website that reflects ECA’s purpose, strategic priorities, and growing impact. The new platform needed to be accessible, informative, and easy to manage — with a focus on showcasing ECA’s work, research, grants, and insights.

Deep understanding through research

Deep understanding through research

We began the project with a robust discovery phase, conducting interviews with over 105 stakeholders across government, consumer advocacy, academia, and small businesses. This provided a detailed understanding of how users across the industry perceive ECA, how they use the website, and where the pain points were.

The findings helped shape a user-centred information architecture, and confirmed key use cases including quick access to publications, the Energy Consumer Sentiment Survey, grants information, and research outputs.

Digital Garden ran a co-design workshop with the ECA team to collaboratively explore core screens and journeys, from homepage to grants to insights. These sessions informed the creation of detailed wireframes and a flexible design system.

During moderated design testing, participants praised the clarity of the homepage, the effectiveness of the search and filtering tools, and the thoughtful layout of content. Small business participants especially appreciated the inclusive imagery and clear calls to action in the consumer hub.

A platform built to grow

The new site was developed in Drupal, chosen for its flexibility, scalability, and robust content management capabilities. Our frontend and backend development teams worked in tandem to ensure the site met WCAG 2.1 AA accessibility standards, and that key features like the Grants Archive and Research and Submissions library were both powerful and intuitive.

The backend CMS was configured to empower ECA’s communications team with editorial flexibility — with custom paragraph components, tagging, and content relationships allowing relevant content to surface across the site.

The final website positions ECA as a trusted, evidence-led advocate in the energy sector. From improved navigation and inclusive design to clearer grant pathways and richer insights pages, the new platform reflects ECA’s mission and supports its strategic goals.

Results

The new Energy Consumers Australia website is purpose-built to reflect the organisation’s vision and value. By prioritising the needs of its diverse audience groups, the platform helps elevate ECA’s voice across the energy sector.

Whether it’s a policymaker searching for a briefing, a consumer advocate exploring grant opportunities, or a journalist looking for the latest research — the new site helps users find what they need, faster and with greater clarity.
