Design brief

Comcare engaged Digital Garden to migrate three critical websites — comcare.gov.au, srcc.gov.au and seacare.gov.au — from Squiz DXP to GovCMS Drupal 10 SaaS.

The objective was to deliver a like-for-like migration that maintained continuity of service, preserved accessibility and compliance, and established a stable foundation for future enhancement.

This was a complex, high-risk migration involving scale, integrations and strict compliance requirements.

Comcare needed to:

  • migrate over 3,700 assets including pages, forms, APIs and applications
  • maintain functional parity across three websites
  • rebuild Squiz-based functionality within GovCMS
  • ensure compliance with WCAG 2.2 AA and government standards
  • manage multiple integrations including SSO, analytics and external services
  • deliver within a fixed timeline with no disruption to users

The project required precision, governance and continuity at every stage.

Structured migration and risk reduction

We undertook a full audit of content, templates, integrations and dependencies, enabling a controlled and traceable migration approach that reduced risk and ensured completeness.

GovCMS implementation with continuity

For comcare.gov.au, we retained the existing HTML and CSS, rebuilding within Drupal to preserve the familiar experience while aligning with GovCMS standards.

For SRCC and Seacare, content was migrated into standardised templates to improve consistency and long-term maintainability.

Content, integrations and functionality

We migrated and rebuilt forms, API-driven components and JavaScript applications. Search was reimplemented using Solr, and all integrations were validated to ensure seamless operation.

Accessibility, compliance and governance

Accessibility and compliance were embedded throughout, with all outputs aligned to WCAG 2.2 AA and government security standards — ensuring the platform is both compliant and usable for all audiences.

Testing, training and handover

We delivered structured functional, accessibility and user acceptance testing, supported by training and documentation to enable confident ongoing management.

Comcare now operates a stable, secure and fully compliant GovCMS Drupal platform across all three websites.

The migration preserved user experience and functionality while reducing platform risk and improving maintainability.
